The Ombudsman visited the new screening center

The European Pact on Migration and Asylum was implemented in Luxembourg by the Law of 11 June 2026 implementing the European Pact on Migration and Asylum. One of the main new features introduced by this legal framework is the establishment of a screening procedure applicable to third-country nationals who arrive on national territory.

Under Article 17 of this Act, the Ombudsman, in the exercise of her role as Contrôle externe des Lieux privatifs de Liberté (CELPL), has been designated as the supervisory authority for the new Screening Centre.

As part of this new remit, the Ombudsman, Claudine Konsbruck, accompanied by her team, carried out an initial unannounced visit to the premises of the Screening Centre on Monday, 15 June 2026.

The centre is temporarily housed on the first floor of the Immigration Directorate.

During this visit, the Ombudsman was able to observe the gradual roll-out of the system within these temporary and cramped premises.

The CELPL is drawing up a written report on this visit, which will be published on this website.

The Ombudsman will continue to visit the Screening Centre whenever she deems it necessary and appropriate.
