Presentation of the report on the conditions of detention for women in Luxembourg

On 19 January, Ombudsman Claudine KONSBRUCK, in her capacity as External Inspector of Places of Detention (CELPL), presented her report on the conditions of detention for women in Luxembourg. Accounting for around 10 per cent of the prison population, female prisoners constitute a minority and vulnerable group, facing inadequate facilities, particularly at the country’s largest prison, where the lack of separation between different categories of prisoner (those who have been convicted, those awaiting trial and minors) creates tensions. In its report, the CELPL outlines several ways to improve the situation and calls on those responsible to ensure an appropriate standard of detention in light of the challenges identified.
