Presentation of the CELPL’s 2025 Annual Report

On 18 June 2026, the Ombudsman presented the 2025 annual report of the CELPL to the press.

During 2025, the CELPL carried out several inspection visits, which led to the publication of the following visit reports:

• the first report on the Uerschterhaff Prison, highlighting the need to improve certain practices relating to admission, healthcare and conditions of detention;
• a follow-up report on the UNISEC security unit, noting significant improvements but highlighting a lack of therapeutic provision;
• a follow-up report on the situation of women in prison, emphasising that women’s conditions of detention are characterised by inadequate facilities and inequalities in access to healthcare and activities.
