CELPL - Annual report - 2025

The year 2025 was marked by two major changes for the External Oversight Body for Places of Detention (CELPL).
 
In March, the Ombudsman’s office moved. Its new offices are now located at 65, route d’Arlon, L-1140 Luxembourg.
 
At the same time, Claudine Konsbruck had the honor of assuming the role of Ombudsman in April, succeeding Ms. Claudia Monti. In the months following her appointment, she conducted a series of visits to introduce herself to institutional stakeholders and to familiarize herself with the facilities under the CELPL’s oversight.
