Guidelines for Good Administrative Practice

Following a proposal from, and in collaboration with, the Ombudsman of the Grand Duchy of Luxembourg, the Government in Council has adopted a set of principles of good administrative conduct.
Drawing inspiration, amongst other sources, from the ‘European Code of Good Administrative Behaviour’ approved by the European Parliament on 6 September 2001, this set of principles will serve as an informal guideline for state administrations in their dealings with members of the public.
The Government in Council undertakes to actively promote these guidelines within the state public sector, in particular by incorporating them into the initial and continuing training programmes organised for civil servants. Thus, provided that this is compatible with any other applicable legal or regulatory obligations, government departments and their staff are encouraged to ensure that the rights listed below are respected in their dealings with the public.
