SDR - Annual Report - 2004

The report covers the first few months of operation of the new Ombudsman’s office, which was established on 1 May 2004. It highlights a strong public need: 587 complaints were recorded in five months, relating mainly to administrative delays, communication problems and decisions perceived as unfair. The Ombudsman emphasises its role as an adviser and partner to the administration in improving relations with citizens, enhancing transparency and promoting fair decisions.

The complaints cover a range of areas: immigration and employment, housing, taxation, town planning, social security and the judicial administration. The report shows that many of the Ombudsman’s interventions have led to corrections, recommendations or improvements to procedures. Finally, it emphasises the importance of administrative efficiency, clear communication with the public and respect for fundamental rights, in order to strengthen trust between citizens and public institutions.
