In 2013, the Ombudsman — under the leadership of Lydie Err — continued to fulfil its core mission: to assist citizens facing administrative decisions or malfunctions by seeking amicable, swift and fair solutions. The year was marked by a steady increase in the number of complaints, reflecting not only the institution’s greater visibility but also the growing complexity of the administrative issues faced by citizens. The complaints mainly concerned social, tax and local government matters, as well as issues relating to fundamental rights. The Ombudsman also continued its important work of proactive mediation, reminding public authorities of their obligation to provide reasons for their decisions and encouraging them to improve communication with service users.
Alongside the individual handling of cases, the 2013 report emphasises the institution’s systemic role: identifying structural shortcomings and proposing legislative or administrative improvements. Several recommendations were made to simplify procedures, harmonise administrative practices and reduce processing times. The Ombudsman also stepped up its awareness-raising activities, particularly amongst vulnerable groups, to strengthen effective access to rights. The report highlights a year of consolidation, reinforcing the Ombudsman’s role as a key player in ensuring the proper functioning of democracy and respect for citizens’ rights.
